    Planner 4 – Principal Transportation Planner – NEPA – Urban Mobility Office
    Oregon Department of Transportation
    Operations – Urban Mobility Office
    Toll Program

    The role: 
    Do you have experience managing complex transportation projects? Are you knowledgeable of the National Environmental Policy Act (NEPA)? Our Urban Mobility Office is seeking a dynamic planner to join our team in historic downtown Portland. In this role, you will serve as the lead planner as tolling projects are developed and undergo environmental review and extensive stakeholder and public engagement. The Toll Program is currently evaluating locations on both I-5 and I-205 to effectively manage congestion and raise revenue.

    What we need:

    • A bachelor's degree in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography or a related field, and four years of planning experience related to the job.
    Note: A master's degree in community, urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography, or a related field may substitute for one (1) year of experience.

    OR

    • Eight years of planning experience related to the job.
    Note: Coursework in urban or regional planning, public administration, social science, civil engineering, architecture, economics, geography, or a related field can substitute for up to two (2) years of the progressively responsible experience.

    Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

    • Proven experience managing complex transportation projects.
    • Ability to oversee and manage large consultant teams.
    • Understanding of NEPA and transportation policy.
    • Understanding of tolling and congestion pricing principles, policies and best practices.
    • Experience explaining technical information to a wide variety of audiences.
