    THE POSITION:
    The Public Information Officer for the Bureau of Environmental Services (BES) performs skilled, professional duties in the design, development, and implementation of bureau media relations programs. BES serves a population of over 600,000 residents and is a heavily regulated agency under the federal Clean Water Act, Safe Drinking Water Act, and Endangered Species Act. This position will serve as the bureau's primary spokesperson and will develop and implement a variety of media relations programs and initiatives that support and promote BES programs, policies, and projects. This position will manage the bureau's response to media inquiries; identify, develop, and execute proactive and strategic media opportunities for bureau efforts; provide media training and guidance to bureau management and staff; and serve on the city's and bureau's emergency response teams, among other duties. The position will interact with and present information to internal and external individuals and teams including staff, senior management, elected officials, community groups, neighborhoods and business organizations. The position will also assist the Public Affairs Manager in supporting the strategic communications needs of the Director, Assistant Director, and bureau leadership team. The position will manage a wide variety of concurrent projects with conflicting priorities and multiple deadlines. A valid driver's license may be required for certain assignments.

    TO QUALIFY:
    The following minimum qualifications are required for this position:
    1. Knowledge of and experience in planning, developing, and implementing media relations, strategic communications, and public information programs, and serving as a primary spokesperson for an organization or agency.
    2. Knowledge of and experience in developing and maintaining effective working relationships with members of the media, staff at various levels of an organization, elected officials, representatives of other government agencies, and business and community leaders.
    3. Ability and experience communicating clearly, both verbally and in writing, with diverse audiences who have varying levels of comprehension, opposition, interest, or indifference to the information being presented.
    4. Ability and experience implementing print, broadcast, online and social media campaigns, including identifying target audiences and appropriate tools.
    5. Ability and experience developing appropriate strategic communications tools for controversial, complex, and sensitive issues.
    6. Knowledge of the principles and practices of business communication with the ability to anticipate, evaluate, and analyze business communication needs and recommend and implement methods for effectively communicating to targeted audiences.
