    EMPSi has immediate openings for experienced project managers and resource specialists (e.g., biologists, geologist with mineral background, and hydrologists) with a proven track record for successfully completing Environmental Impact Statements (EIS) under the National Environmental Policy Act (NEPA).

    The project manager will be responsible for client relations, leading interdisciplinary teams, performing environmental impact analysis, facilitating public and agency outreach, and providing quality assurance for projects related to water resources, renewable energy development, and land use planning. Resource specialists will be responsible for preparing technical reports and analysis.

    Responsibilities include:

    • Write and manage the preparation of complex NEPA documents for land use plans, energy development projects, projects related to water resources, and other infrastructure projects
    • Oversee and train junior staff on NEPA and other planning/environmental requirements
    • Interface and effectively coordinate with clients and agencies
    • Perform agency consultation and ensure environmental regulatory compliance
    • Perform various business development functions, including proposal preparation and active involvement in industry and agency marketing outreach
    • Demonstrate confidence in decision-making and be recognized by clients and peers as having expertise in NEPA and related technical areas


    Required experience:

    • Bachelor's degree or higher in a physical science (preferably geology, hydrology, or biology) or environmental science, with at least five years of proven relevant planning experience
    • Success in managing NEPA documents to completion
    • At least 5 years relevant experience; preferably in the Pacific Northwest or Alaska
    • Specific resource expertise (e.g., hydrology, geology, biology, socioeconomics)
    • Working knowledge of NEPA, Clean Water (CWA), Endangered Species Act (ESA), and Section 106 of the National Historic Preservation Act (NHPA) requirements
    • Working knowledge of federal mineral leasing and development regulations
    • Excellent verbal and written skills
    • Excellent interpersonal skills with the ability to lead a large multi-disciplinary team
    • Excellent organization, schedule and budget management skills
    • Willingness to travel as projects require


    The ideal candidate will have experience with any/all of the following: working with or for Bureau of Land Management (BLM), US Forest Service, Bureau of Reclamation, and/or energy development sector; land use planning projects or special studies; NEPA compliance documentation; experience with natural resources permitting for water, traditional/renewable energy, or mining projects; technical report writing; public speaking; and project management.

    The job position may be based in Portland, Oregon; Reno, Nevada; Anchorage or Fairbanks Alaska; Boise, Idaho, Salt Lake City, Utah; Boulder or Durango, Colorado; or Santa Fe/Albuquerque, New Mexico.
